Ice Allocation Policy
Preamble
The City of Ottawa allocates
hours of ice to the Gloucester-Cumberland Ringette Association (GCRA)
by applying the same formula it uses to distribute ice to other
sports organizations. The ice allocated to the Association is to
be used for League play and team practices. In order to allocate
the ice fairly, GCRA has adopted the following procedures.
Procedures

Each team will
be allocated one practice ice per week. A maximum of 13 practice
hours will be provided to each team, which is covered through
registration fees. It is the team's responsibility to pay
for all practice ice over their allocation (13 hours). The
selection of times (weekday/weekend) will be determined between
the GCRA Ice Scheduler and VP House and Competitive Leagues
and Director, Player Development. No practice ice will be
allocated between Christmas and New Years unless requested
by a team.

The GCRA provides
the NCRRL approximately nine (9) hours per team for games
to participate in League play. Each player will receive approximately
18 games (9 home and 9 away) covered through registration
fees. An equivalent amount of hours is allocated for home
games to teams playing in another league (e.g. Montreal League).

3. The GCRA will
allocate a minimum of 30 hours throughout the season to House
League/Competitive Power Skating. The VP House and Competitive
Leagues and Director, Player Development working with the
VP Operations and GCRA Ice Scheduler will determine the most
appropriate times to be offered to Power Skating, consider
the age of the participants and the times and dates of their
regular practices. Power skating fees will be established
yearly and recovered from players who participate by the VP,
House and Competitive Leagues and Director, Player Development.
These costs are not included through registration fees.

Any hours of ice
remaining after allocations 1, 2 and 3 will be distributed
first to the GCRA Competitive Program and then to the House
League Program, as requested. A team can make arrangements
to purchase additional ice by contacting the Ice Scheduler.
The hourly rate for additional ice will be established by
the GCRA Executive prior to each season. It is the team's
responsibility to make these arrangements and to forward payment
upon receipt of an invoice from the Ice Scheduler.

Any hours not requested
by GCRA teams will be returned to the City within the prescribed
deadline (10 days prior to scheduled ice time) so as not to
incur any charges.

Each team will
establish the team contact(s) for all ice requirements (e.g.
practice ice, rescheduling games, etc.) and advise the Ice
Scheduler accordingly. It is the team contact's responsibility
to notify the Ice Scheduler of:

All planned tournaments
by November 15th of each playing season.

|
Ice conflicts for
the following month by the 20th of the current month.
|
|
|
If
the team fails to contact the Ice Scheduler within the established
time frames, responsibility for rectifying any conflicts will
be the team's responsibility.

If a team fails
to utilize ice that has been allocated for any reason, and
has not contacted the Ice Scheduler to return the ice within
established time frames the team will be invoiced accordingly.

7.

The Ice Scheduler
will forward the ice usage report to teams (mid-November and
mid-January) for verification and planning purposes.

NOTE:
Any significant change to the current
number of hours allocated to GCRA by the City of Ottawa or
in the number of hours of ice required by the NCRRL will require
a complete review of the policy.
