Out of Area Policy
Preamble
Members of the Gloucester-Cumberland
Ringette Association Executive are responsible for ensuring that
all players receive fair and equal treatment during Evaluations
and Tryouts. There will be times, however when registration numbers
are such that the Association's ability to field a team at a given
age and level relies entirely on the Association considering out
of area players.
Definitions

A Gloucester-Cumberland
resident is a player whose principal residence is within the
jurisdiction of the GCRA, as defined in the by-laws of the
Association.

An out of area
player is a player whose principal place of residence is outside
the geographic jurisdiction of the GCRA.

Procedures
This policy is applicable if:

The number of resident
players that try out for a specific age and level of play
is less than the total number of players required.

If this is a competitive
tryout, house league players should be asked to participate.
If there are not enough additional players of caliber available
from within house league, other associations will be invited
to send players to try out. In this case, there is no restriction
on the number of out of area players permitted on the team
provided that all resident players have been approached.

The number of resident
players that try out for a specific age and level of play
that have the appropriate caliber of play is less than the
total number of players required to form a team at that age
and level of play.

In this situation,
the following procedures will be followed:

The Evaluation/Tryout
Committee in consultation with the appropriate Vice President
may determine to invite out of area players prior to or after
the first tryout due to the apparent lack of appropriate caliber
of resident players. A resident player who is of the appropriate
caliber (as determined by independent evaluators) cannot be
cut from the team in favor of an out of area player.

The maximum number
of out of area players per team is three (numbers exclude
goaltenders). Any exception will be approved by the Executive
on a case by case basis.
